The original project to locate the new town hall within the planned Radotín Center on Osvoboditelů Square, between the post office building and the current branch office building (No. 21, “akumulátorka”), turned out to be too costly and, moreover, risky. It would have had to be carried out jointly (or at least in coordination) with the investor for the entire project; the construction timeline would have been entirely dependent on the schedule for the entire development (including the installation of utility networks); furthermore, the site is burdened by historical environmental contamination (as confirmed by test boreholes).

At the same time, the city hall must address the unsuitable space behind the cultural center, particularly the old fire station and other adjacent buildings, which are in a state of disrepair. The construction of a complex of buildings for the city hall, the volunteer fire department, and the police in a single location appears to be a logical and significantly cheaper solution.

To confirm the validity of this concept, the Prague 16 City District announced a request for proposals at the end of last year to develop zoning conditions for the “Koruna Center Development,” in which, based on the submitted studies (development proposals), Ing. arch. Ivan Sládek and Grido, architecture and design, s. r. o.

The contractor for the study evaluated alternative locations for the new Prague 16 City District City Hall, either in the Centrum Radotín development area or in the U Koruny area. Two architectural studies were evaluated: one for the location of the new city hall in the U Koruny area (see above) and one for the Centrum Radotín development area.

Recommendation—in the Centrum Radotín development area, consider residential development instead of conducting construction for a new city hall. If the Centrum Radotín development area is developed for residential purposes, the entire area will be enhanced. The study’s contractor recommends construction of the new city hall in the U Koruny area. This approach will result in savings in both construction costs and operating costs associated with repairs and maintenance of the U Koruny site.

From the perspective of the time required and the risks involved in each option, it is also advisable to carry out construction of the city hall in the U Koruny area. The main reason is that, as things stand, there are currently no buildings used by the Prague 16 Municipal District in the U Koruny area, so it will not be necessary to first relocate these buildings to a temporary address, as would be the case if the new city hall were built in the Centrum Radotín Development area. It can also be expected that the time required to prepare the U Koruny site for the construction of the municipal office buildings will be much shorter than it would be in the Centrum Radotín development area.
