Padni komu padni: How Is Prague Governed?

What does the city need, and what can (and cannot) it do? Elections are coming up this fall in Prague. Yet politicians often have no say in the city’s biggest problems. Whether a politician promises to turn a street into a parking lot or a pedestrian zone lined with trees, under the Czech system, neither is legally possible. Yet, after years of waiting, Prague has a new bridge, and a ring road, metro, and airport train are under construction. What can the city actually do, where does the system hold it back, and what has it accomplished in recent years despite the barriers? Why can’t Prague connect two parts of the city with a cable car, but it can with a bridge?
