Palmovka represents an important metropolitan sub-center with significant potential for city-wide connections, and at the same time is the center of gravity for the entire lower part of the Rokytka valley. Its location and importance as a public transport hub mean it has the potential to become one of the main social centers of the capital. The Prague Principles of Territorial Development rank Palmovka among the five "Important Centers with City-wide Functions" in which the development of the metropolis as a polycentric city should take place. However, its current form is not appropriate for this role, and the local structure is not adequately developed.

This may be partly due to how the historical development of the area has fundamentally changed its vector several times, especially in connection with the transformation of the city’s relationship with the river and the railways. The centrality, its relationship to its surroundings, and the actual area covered have changed significantly with several changes in the Vltava riverbed. The current center of gravity has undergone turbulent urban development, including inconsiderate redevelopment in the 2nd half of the 20th century, which covered the original character of the historical Dolní Libeň. At the same time, Palmovka suffers from its separation from the surrounding neighborhoods due to infrastructural as well as natural morphological barriers, and also from relatively low residential density. In many places, the current Palmovka cannot be classified as anything other than an inner periphery. All this also represents potential for a new layer in the territory that should complement all the previous layers in a dignified manner, heal the urban structure of Palmovka and bring it new meaning.

The core of the area is now a neglected space, yet the transformation of the surroundings means it could become one of the most important and used public spaces in Prague. The T/2 "Maniny, Dolní Libeň, Invalidovna" transformation area defined in the Principles of Spatial Development and the immediate surroundings of Libeň Bridge form a contiguous section, with both waiting for a fundamental transformation and full integration into the urban structure. A large number of major changes in the transport infrastructure are also planned for the area, and the success of the integration of the City Ring Road into the urban structure will play a role here. The presence of the Vltava River and the planned transformation of the riverbanks through a series of landscape projects will have an impact on the recreational significance of the area as well as its residential attractiveness.

Interest in the development of this area is already evident from the large number of new development projects directed here. The aim of the planning study is therefore primarily to direct the development energy in such a way as to enable a fundamental qualitative transformation of the district while preserving the genius loci of the existing localities.
